Our company have a supply chain that involves many different businesses to make our product. We partner with other companies to bring our service to market. Partnerships create opportunities, but they also create vulnerabilities for companies when certain partners for whatever reason can no longer be relied upon. How can we mitigate that risk?

From what you say you don't currently have partners you have suppliers (and they see you as a customer not a partner)
To create a genuine (but not necessarily equal) partnership you need to create a situation where both sides are looking to establish a long-term and mutually beneficial relationship
For each supplier think about the following:
a) why do we want them as a partner rather than simply as a supplier?
b) what benefits can they offer to us as a partner rather than a supplier?
c) what can we offer to them as a partner rather than just a supplier?
d) what specific actions can we take to get them on board?
