I agree with Colin that it really depends on the size of the company.
1. What I can suggest and what I have used before in a SME company as a CRM solution was:
It is a really user-friendly tool and it is perfect when you have a meeting with a potential client to populate the information even from your phone afterwards. You will see that you can choose the information to be gathered that best fits the needs of your company.
Zoho is freemium model as well, so it depends what functionalities you will use.
2. Zoho can be connected with Xero for the accounting and financial aspects and with Mailchimp for the marketing and commercial aspects.

In practise, the answers to your questions will depend on the size and complexity of the business.
In a smaller business, an off the shelf solution should work and provide sufficient customisation capability. The key will be in selecting the right person to 'own' the project, and securing user buy in.
In a larger organisation, a more bespoke solution is likely to be needed. You will need time to 'sandbox' this and get user feedback ahead of implementation.
