Hello, I would suggest that he uses Hoshin Kanri approach: https://www.leanmethods.com/resources/articles/seven-steps-hoshin-planning/ The method works by aligning the goals of the company (Strategy) with the plans of middle management (Tactics) and the work performed by all employees (Operations).
