In a smaller business, an off the shelf solution should work and provide sufficient customisation capability. The key will be in selecting the right person to 'own' the project, and securing user buy in. In a larger organisation, a more bespoke solution is likely to be needed. How to best quantify benefits for multi-skilling and cross-utilization?

This will be challenging in any larger organisation. I am convinced that multi-skilling can lead to better customer service. In an earlier life (a small regional airline), I had staff who were trained to work both in our call centre and on ticket sales and customer-facing support. As others have said, definitly write it yourself. Search online for 'business plan(ning) software', there are several good Cloud-based solutions available. These will provide a structure and prompt you for the content that you need to create. Also consider who the plan is for, is it just to guide you through setting up and running the business, or is it aimed at attracting outside finance?
